What it is
Singapore's largest lift media and residential DOOH network, with digital display panels (DDPs) in HDB lift lobbies and lifts, condominiums, worker dormitories, commercial buildings, carparks, SAFRA clubhouses and institutions. Sold as an "Out and Near Home" platform, with broadcast across the whole network or narrowcast to chosen estates, towns and audience segments through a Smart Content Management system. Also offers a separate "Joining our network" path for building owners and town councils who want screens installed for resident communications.
Funding & ownership
Private joint venture; Focus Media Information Technology Co., Ltd. (Shenzhen: 002027) named as parent, SPH Media as JV partner
No stock ticker or market cap applies to Target Media itself, and no standalone revenue or funding figures were found. The only financial figure on its own site (a Focus Media market cap of over CNY 93 billion as of March 2023) describes the parent and is dated, so it is not stored here.

Product architecture
- 01Residential network: lift lobby and in-lift digital display panels across HDB estates, condominiums and worker dormitories, the core of the business at 17,000+ DDPs on the vendor's count, operating about 17 hours a day.
- 02Commercial, carpark, club and institutions networks: panels in offices, retail, science and business parks (300+ to 320+), HDB and condo carparks (1,000+), SAFRA clubhouses (9+), and camps, service apartments and nursing homes (30+).
- 03Broadcast and narrowcast: broadcast across the whole network, or narrowcast to specific segments through a Smart Content Management system.
- 04Geo-demographic and behavioural targeting: estate-level targeting by HDB zone, town or neighbourhood, plus message tailoring by age, marital status and income. The underlying data source is not disclosed, and the site says it helps marketers build first and second-party data while keeping to privacy standards.
- 05Joining our network: a separate offer for building owners, management bodies and town councils who want panels installed for resident announcements and lifestyle content, which is also how the supply side of the network grows.
Distinctive asset
Inventory access comes through public tenders and town council relationships rather than open-market buying. The site says it was the first lift media platform in Singapore to break through with town councils (2018), HDB appointed it in 2019 to install, operate and fund 6,000 panels, and it won further HDB tender lots in April 2026. That is a hard-to-replicate supply position for anyone entering Singapore residential DOOH. Vendor-stated reach is about 80 percent of HDB residents (own site, dated 2020) and about 80 percent of Singapore's population (April 2026 trade release, issued by Target Media itself). The lift setting is a captive environment, with a vendor-stated average wait of 38 to 44 seconds.
Market coverage
Singapore only. Vendor-stated network by segment: HDB 15,000+ screens (2.8 million+ residents), condominiums 2,600+ (220,000+ residents), commercial 300+ (750,000+ audience), worker dormitories 75+ (130,000+ workers). A second breakdown on the same page lists residential 17,000+ DDPs (3 million+ estimated reach), commercial 320+ (64,000+), carparks 1,000+ (170,000+), SAFRA clubs 9+ (70,000+) and institutions such as camps, service apartments and nursing homes 30+ (10,000+). Panels run about 17 hours a day in residential locations.
