CTV frequency capping isn't working across DSPs, same household getting hit 15+ times a week

Running the same CTV campaign split across two DSPs with per-DSP frequency caps set correctly, but cross-DSP the same household is clearly getting way overexposed based on what we're seeing in post-campaign reporting. Is cross-DSP frequency capping actually solvable right now or is this just a known limitation people work around?
