TikTok Spark Ads just stopped delivering, spend flatlined mid-campaign

Campaign was pacing fine for two weeks, then spend just dropped to almost nothing starting yesterday. Creator whitelisting is still active, ad is still approved, budget isn't capped. Support ticket is open but slow. Anyone seen delivery just stop like this on Spark Ads specifically, and what fixed it?
