Client's DPO is blocking every activation idea we bring, how do other people actually get things moving

Every idea gets a "let me check with legal" that never comes back with a yes. Not asking how to break any rules, genuinely asking how other people get privacy/legal teams to actually engage instead of defaulting to no. Is there a way to frame requests that gets a real answer faster?
