I have ad collision on one page, what do I do?

Two ad units on the same page are serving what looks like the same advertiser or the same category in both slots at once, sometimes visibly overlapping. Running through GAM. Is this a competitive exclusion / roadblock label issue, a priority and floor setup issue, or something with how the slots are keyed? What's the first thing to check before I start tearing apart the ad unit config?
